A question came up during a client conversation this morning that I’ve heard many times over the years, often framed slightly differently but pointing to the same underlying decision: When does it make sense to empanel respondents?
This is a common scenario in our work. A commercial team is working in a therapeutic area with a relatively small universe of high value / high utilization physicians. They want to understand how something evolves over time, e.g., uptake of a new therapy, experience with a patient support program, the impact of a competitor’s move, or shifts in treatment paradigm. A single snapshot won’t suffice. They seek continuity. The question is whether to keep recruiting fresh respondents for each study, or whether to build a permission-based, compliant “mini panel” that can be engaged repeatedly.
The answer, as is often the case in pharma marketing research, is: it depends. But there are some consistent considerations that can help I&A teams decide when empanelment creates value -- and when it can diminish it.
Panels are most effective in environments where insight accrues over time rather than through scale alone. In many healthcare markets, particularly specialty and rare disease categories, a limited number of physicians exert outsized influence, bringing deep expertise and a systems-level view of evolving treatment paradigms. In these settings, continuity with the same respondents often yields richer insight than repeated cross-sectional sampling.
When a physician (or other HCP types, for that matter) demonstrates strong engagement, clarity of thought, and deep familiarity with their patient population, inviting them into an ongoing research relationship can be mutually beneficial. The initial interview can be longer and more exploratory, covering practice setting, decision drivers, patient mix, beliefs, and behaviors. Subsequent conversations, by contrast, can be shorter and more focused, zeroing in on what has changed since the last interaction.
From a practical standpoint, this approach conserves both time and budget. Honoraria are spent more efficiently because follow-up discussions don’t need to re-establish baseline context. From an insight standpoint, it allows teams to track change rather than infer it.
At its core, this approach reflects the reality that clinical expertise evolves. As physicians gain experience, their views on a medical product, program, or competitive landscape sharpen -- sometimes subtly, sometimes in meaningful leaps. Panels allow insights teams to observe that progression directly, rather than attempting to reconstruct it retrospectively from one-off samples. The greatest risk in empaneling respondents isn’t compliance, recruitment, or logistics; it’s diminishing returns.
Even the most reflective physicians are not infinitely generative. When engagements become too frequent, or when the topics lack real novelty, the quality of insight begins to erode. Conversations start to feel familiar. Engagement wanes. You hear the same narratives, the same critiques, often expressed in increasingly polished language. At that point, a panel can feel productive precisely because it’s easy; but ease is not the same as learning something new.
There is also a more subtle psychological shift that can emerge when respondents feel “over-studied.” Rather than responding organically to new stimuli, participants may begin to anticipate the researcher’s line of inquiry or default to positions they have articulated before. Some may infer the identity of the sponsor and, consciously or not, shift from being objective observers to informal advocates. This doesn’t mean panels are inherently biased; but it does mean that cadence, framing, and purpose matter enormously.
Well-designed mini panels require discipline. There must be a clear and defensible reason to recontact and reconvene the same respondents. Each interaction should address a question that genuinely benefits from longitudinal continuity -- one that could not be answered as effectively, or as honestly, by a fresh sample. When that bar is met, panels become a powerful lens on change over time. When it isn’t, they risk becoming an echo chamber.
One of the most common missteps teams make is engaging a panel too frequently simply because access exists. Availability, however, is not the same as necessity. The more effective approach is to anchor engagement to moments when the market is genuinely shifting: a new data readout, a change in access or reimbursement dynamics, early signals of competitive disruption, or a clear milestone in product adoption. These inflection points give respondents something new to react to; and give researchers a reason to listen.
This is also why empanelment tends to work best in markets with meaningful commercial “motion,” whether sustained over time or concentrated within a defined window. When the external environment is evolving, repeated engagement yields insight; when it is static, it rarely does.
Spacing matters -- and so does variation. Panels are most effective when engagement feels purposeful rather than routine. Blending shorter pulse checks with occasional, more in-depth conversations helps sustain respondent energy and keeps insights fresh. The lighter touchpoints allow teams to monitor shifts in thinking or behavior in near real time, while the deeper discussions create space to unpack why those shifts are happening.
Panels should feel like an ongoing dialogue, not a standing obligation. When respondents sense that each interaction has a clear point of view and a reason for being, they show up differently: more engaged, more thoughtful, and more willing to reflect rather than repeat.
This approach becomes especially powerful when panel insights are layered alongside other analytics already in motion. Integrating learnings from pulse checks and deeper conversations with AAU/ATU studies, claims data, or other quantitative tracking allows teams to triangulate signals rather than overinterpret any single data source. The result is a richer, more dynamic understanding of the market -- one that captures not just what is changing, but how and why those changes are unfolding over time.
AI can play a powerful role in respondent panel work, but only when it is applied with discipline and clear intent. Used well, it strengthens human judgment; used carelessly, it risks neutralizing valuable nuances. The question is not simply “Can we build a panel?” but “Do we have a meaningful and defensible rationale to sustain one?”
